DIRECTOR OF HUMAN RESOURCES
Elk Grove Village, Illinois, (pop. 33,127), a strategically located, progressive community that is home to
the largest consolidated business park in North America, is seeking a dynamic, innovative and strategic
Director of Human Resources, who is passionate about people management. Elk Grove Village is located
in Cook and DuPage Counties adjacent to O’Hare International Airport and is home to approximately 5,600
businesses, located in its 5.4 square mile Business Park.
The Office of Human Resources (HR) is a division of the Village Manager’s Office. Staff within HR are
the stewards of the Village’s greatest strategic asset and are responsible for championing a unified and
dedicated workforce. Areas of focus for the Office of Human Resources include strategic talent
management; onboarding and professional development; compensation and benefits administration;
employee recognition and engagement; personnel records and data integrity; employee and labor relations;
and regulatory compliance and policy implementation.
Reporting to the Village Manager, the Director of Human Resources leads an office consisting of two
Management Analysts and an Administrative Specialist and provides strategic, administrative, and
operational leadership for all human resources functions in a dynamic organization of over 350 employees.
The Director is responsible for promoting a culture of open communication, collaboration, professional
development, and continuous improvement. This role plays a key part in enhancing organizational
performance by fostering employee engagement, encouraging innovation and initiative, and building trust
across all levels of the organization.

KEY ESSENTIAL FUNCTIONS:
• Provides leadership and oversight of all HR functions, including recruitment, retention,
classification, compensation, benefits administration to employees and retirees, training and
development, performance management, labor relations and collective bargaining, and records
retention.
• Advises and collaborates with executive leadership on workforce policy, employee relations,
organizational structure, and departmental goals.
• Oversees development, implementation and maintenance of HR policies, ensuring compliance
with federal, state, and local employment laws.
• Directly supervises, evaluates, and provides leadership to HR staff, offering guidance and support
to foster professional growth, high performance, and a collaborative work environment.
• Manages classification, compensation systems, salary surveys, and retention strategies to ensure
competitiveness and equal pay.
• Participates in employee and labor relations initiatives, including grievance resolution, workplace
investigations, disciplinary matters and contract administration.
• Administers benefits programs, wellness initiatives, organizational training, and workforce
processes, such as new hire orientation/onboarding, performance reviews and
retirement/offboarding.
• Oversees HR budgeting, departmental performance metrics, and reporting to ensure effective,
efficient operations.
MINIMUM QUALIFICATIONS
Bachelor’s degree from an accredited college or university in human resources management, public
administration, business administration, or related field is required. A Master’s degree in human resources
management, public administration, or a related field is preferred. 5 years of progressively responsible HR
experience, with at least 3 years in a supervisory or managerial capacity—preferably in local or public
sector settings—is required. Professional HR certification, such as SHRM‑CP, SHRM‑SCP, PHR/SPHR,
or IPMA‑HR, is preferred.
SALARY RANGE: $138,923 to $194,491
HOURS OF WORK: 37.5 hours/week, Monday – Friday, 8:30a.m. to 5:00p.m.
ON-SITE POSITION: This is an in-person role with no remote work options.
OPENING DATE: September 19, 2025
