About this Opportunity   

Serves as the City’s lead resource for managing employee and labor relations matters including bargaining contract administration, grievance handling, investigations, and supervisor coaching. Partners with managers, employees, unions, and the City Attorney’s Office to promote fair, consistent, and legally compliant workplace practices.

Job Duties & Responsibilities
  • Serve as a trusted advisor to employees, supervisors, managers, and directors on employee and labor relations matters, ensuring fair, consistent, and contractually compliant resolution of workplace issues.
  • Foster collaborative, professional relationships with labor organizations by maintaining open lines of communication, proactively addressing concerns, and supporting effective labor-management meetings.
  • Support the City’s collective bargaining processes by preparing data, costing proposals, and operational contract language; administer collective bargaining agreements and memoranda of understanding (MOUs) to ensure consistent application across departments; participates as a member of the City’s collective bargaining team.
  • Manage the grievance process at the department and HR levels, including intake, investigation, documentation, and resolution efforts.
  • Collaborate with the City Attorney’s Office on high-risk employee relations issues
  • Conduct and oversee impartial workplace investigations into employee complaints, misconduct, and policy violations, ensuring findings are well-documented and defensible.
  • Manages leave programs and ADA accommodations, 
  • Supervises the work of assigned personnel
  • Develop, draft, and implement employee relations and personnel policies and practices that support City values, legal compliance, and organizational effectiveness.
  • Administers the Civil Service process including coordination of meetings, agenda preparation, documentation and the hiring process.
  • Design, deliver, and facilitate training for supervisors and managers on topics such as documentation, discipline, conflict resolution, labor relations basics, and workplace expectations.
  • Performs related work as required.
Required Education and Experience
  • Bachelor’s degree from an accredited college or university in Human Resources, Business, Organizational Development, or a related field and five to seven years of progressively responsible HR experience, with a strong focus in employee relations, labor relations, investigations, and contract administration with demonstrated experience working with unions and collective bargaining agreements OR
  • An equivalent combination of education and experience (i.e. one year of relevant full-time experience may substitute for one year of education)
  • Strong written, verbal, and interpersonal communication skills with the ability to build trust and rapport with employees, managers and union representatives
  • Proficiency with Microsoft Office
  • Ability to work collaboratively with diverse populations
Desired Qualifications
  • Master’s degree in Human Resources, Labor Relations, Public Administration, or Juris Doctor (JD) 
  • HR Certification
  • Public sector experience
  • Three or more years of experience in a supervisory or lead role

Hiring Salary Range

$106,620 - $134,596
