JOB SUMMARY:

This position is responsible for providing human resources and employee relations expertise, guidance, and support within the Human Resources division and throughout WTA and will provide support for labor relations matters.


ESSENTIAL JOB FUNCTIONS

1.    Recruitment, Selection, and Onboarding: Leads recruitment efforts for the agency. Provides qualified candidates for vacant positions through advertising, recruiting, testing, developing, and administering selection processes. Advises, supports, and works closely with WTA managerial, supervisory, and/or Training Department staff during full recruiting and onboarding processes by creating timelines, creating or updating job descriptions, assisting with recruitment software/database, setting up pre- and post-employment testing and interviews. Ensures consistent application of employment procedures. Conducts and/or coordinates new employee orientations and onboarding in cooperation with other HR division staff.


2.    Employee Relations: Plays an active role in employee relations by supporting supervisors and managers in addressing sensitive personnel problems with a positive accountability approach. Provides advice and counseling on a wide range of personnel subjects; assists employees in resolving work-related issues. May connect employees with external resources such as the Employee Assistance Program (EAP) for personal and work-related concerns. Advises and supports WTA supervisory staff with the corrective action process; ensures policies and collective bargaining agreement (CBA) language are applied with fairness and consistency. Conducts or coordinates investigation on employment related concerns according to WTA personnel policy as needed. Acts as a liaison between agency and employee when needed. 


3.    Job Descriptions: Develops, revises, interprets, and administers WTA job descriptions. Evaluates and makes recommendations for compliance with applicable laws and the CBA. Conducts and/or coordinates job audits, including consultation with supervisors, employees, and union leadership when applicable. Works with HR division staff and HR Director to coordinate and finalize appropriate classification and compensation according to the Fair Labor Standards Act (FLSA).


4.    Performance Management: Supports managers and supervisors in the performance review process including developing performance improvement plans. Develops and updates performance management forms, process documents, and tools. Trains supervisors on the performance management process.


5.    Personnel Policies and Procedures: Participates in the interpretation, and administration of personnel policies and procedures, supporting compliance with applicable laws and the CBA. May support the development or revision of policies as assigned. Helps address technical questions related to the application of agency personnel policies, rules, and regulations.


6.    Labor Relations: Handles routine labor relations inquiries related to policies, procedures, and collective bargaining agreements; refers complex matters to appropriate senior or management staff. Supports the HR Director and HR staff in labor relations activities, including providing counsel on the administration and interpretation of the CBA, ensuring consistent contract application, and assisting in grievance resolution. Prepares and delivers routine communication to union representatives. May support the collective bargaining process as assigned.


7.    Workforce Development & Training Program: Supports the research, development, and implementation of training programs, policies, and procedures. (Examples of training may include supervisory skills training, cultural awareness, or preventing sexual harassment in the workplace.) Conducts or coordinates required and recommended training sessions. Ensures that training initiatives are met.


8.    Division Support

a.    Assists with employee inquiries and connects them with the appropriate HR staff member or external resources when needed.

b.    Creates and maintains appropriate documentation in program areas. Supports process and program documentation of other HR division staff.

c.    Recommends program, policy, and process improvements. May lead improvement efforts. Collaborates with others within or outside the HR division to achieve desired outcomes. May provide overall project management support for HR initiatives.

d.    Provides back-up support to HR division staff as needed including administrative support such as completing verification of employment, filing, processing invoices, purchase orders, data entry, and records management.

e.    May stand in for HR Director as assigned.


ADDITIONAL JOB FUNCTIONS:

1.    Assists in the organization of WTA-sponsored events, activities, and functions.

2.    Conducts research and collects data on human resource programs and practices as needed.

3.    Performs special projects as assigned that may include extensive research, public contact, and report writing.

4.    Participates in ongoing organization training on issues related to the position and organization.

5.    Performs other related duties as assigned.


QUALIFICATIONS:

To perform this job successfully, each essential function must be performed satisfactorily. The requirements listed below are representative of the knowledge, experience, skill, and ability required. 


KNOWLEDGE:

    Modern principles and practices of various human resource functional areas.

    Current local, state, and federal employment laws.

    Labor contract negotiation and interpretation principles.


SKILLS AND ABILITIES:

    Develop, implement, and maintain sound personnel and administrative practices and procedures.

    Research, document, and implement applicable federal, state, and local regulations and laws.  

    Read, interpret, understand, and utilize rules, regulations, policies, and procedures.

    Make presentations to various groups (such as employees, managers, Board of Directors, or professional organizations).

    Respond effectively to sensitive inquiries or complaints.

    Communicate effectively, both orally and in writing, in technical or stressful situations.

    Exhibit research, analytical, and problem-solving skills. 

    Exhibit experience with computer applications relative to areas of responsibility, including Human Resources Information Systems and other Human Resources related programs.

    Analyze problems, make decisions, solve problems with and for individuals and groups. Present recommendations as needed.

    Manage time efficiently, prioritize, and meet demanding deadlines.

    Establish and maintain working relationships with co-workers at all levels of the organization, as well as people affiliated with other organizations and vendors.

    Plan, organize, and manage projects. 

    Tolerate ambiguity and maintain composure, even under stressful situations.

    Ability to act with integrity, professionalism, and confidentiality.


WORKING CONDITIONS, TOOLS AND EQUIPMENT:

Duties are performed primarily in an office environment, but also require traveling between agency headquarters and transit stations, on routes and to various other locations. Travel is generally within Whatcom County, with occasional trips to regional and national meetings and training courses. Typical office equipment used to accomplish job tasks: computer, cell phone, printer, photocopier/scanner, calculator, and telephone.


EDUCATION AND EXPERIENCE:

    Education: Bachelor's degree in business administration, personnel management, or related field.

    Experience: Three (3) years progressively responsible experience spanning multiple human resource functional areas. Other combinations of education and experience which would provide the applicant with the desired qualifications required to perform the job may be considered. 


LICENSE OR CERTIFICATES:

    Certified professional in human resources (PHR or SHRM-CP), preferred.


PHYSICAL REQUIREMENTS:

    Prolonged periods of sitting at a desk and working on a computer.

    Must be able to lift 15 pounds at times.

    Must be able to access and navigate each division at the organization's facilities.


SPECIAL REQUIREMENTS:

    Participation in the WTA's Drug and Alcohol Abuse Prevention Program is a requirement of employment which includes reasonable suspicion drug and alcohol testing. 

    Must pass a driving record check.

    Must pass a comprehensive background check. 

    Must pass a credit history check.

COMPENSATION: 2025 Rates (EXEMPT)

  • The full budgeted pay range is $87,600.00 - $117,480.00 annually (step placement upon hire will be evaluated based on the candidate's years of relevant experience).
